Adam Cull - Policy Director, Financial Policy & Operations
Adam Cull joined the Financial Policy and Operations team as a Policy Advisor in 2006.
Adam's work covers all areas of financial reporting focusing particularly on the convergence of International Accounting Standards with US GAAP. He is also a member of the International Banking Federation's Financial Crime Working Party.
Before joining the BBA Adam spent three years at Westminster working mostly on economic policy issues.
Andrew Rogan – Policy Director, Capital Markets
Andrew Rogan joined the BBA in 2010 and is responsible for post-trade policy, specifically focusing on clearing, settlement and infrastructure. Andrew is also responsible for business continuity policy and represents the BBA and the sector at a number of industry and government forums.
Andrew has extensive public sector experience in both the UK and Australia. Prior to joining the BBA Andrew worked at the Department of Energy and Climate Change, the Security Industry Authority, and the Office for Fair Trading.
Angela Knight CBE - Chief Executive
After leaving Bristol University with an honours degree in chemistry, Angela worked for the American industrial gas company Air Products Ltd. She was the product development manager for the application and sales of nitrogen as an inert carrier during the treatment of ferrous metal components.
She went on to set up and was Chief Executive of a specialist contract heat treatment company treating precision engineering components - Cook & Knight Metallurgical Processors Ltd - and associated process plant manufacturing company.
From 1987 to 1992 she was Councillor and Chief Whip on Sheffield City Council. She entered Parliament in 1992 as MP for Erewash and was Economic Secretary to the Treasury between 1995 and 1997, when she lost her seat at the General Election. She was the Chief Executive of the Association of Private Client Investment Managers and Stockbrokers from September 1997 to December 2006.
She is currently the Chief Executive of the British Bankers Association. She is also a non-executive director on the boards of Brewin Dolphin plc, Tullett Prebon plc and a board member of the Financial Skills Partnership.
Ben Andersen-Tuffnell - Director of Government Affairs
Ben joined the BBA in November 2009 and is responsible for developing and implementing the BBA's government affairs strategy.
Prior to joining the BBA Ben worked for Intellect - the trade association for technology companies - and was responsible for a number of key market areas, including financial services. Prior to joining Intellect, Ben spent three years as Fiscal and Regulatory Policy Officer at the The Sport and Recreation Alliance, representing the views of sporting governing bodies to Westminster and Whitehall. Before that, Ben worked for a political consultancy with clients primarily from the technology and financial services sectors.
Brian Capon - Assistant Director Media Relations
Brian joined the BBA press office in 1995 and covers all aspects of media relations and in particular personal and business banking. He also has responsibility for the BBA’s radio broadcast studio and photographic requirements.
A qualified banker and Fellow of the Chartered Institute of Bankers, Brian started his career in the Midland Bank in Wellingborough, Northamptonshire, in 1969. His subsequent management roles covered a range of banking activities at various locations across the country including retail, corporate, international, specialised industries, compliance, training and media relations in both Midland Bank and then HSBC.
He is an advocate of community relations and is actively involved with various educational and youth projects. He is a financial assessor for the Personal Finance Education Group and at one time ran the Midland Bank Motoring Club.
Brian Mairs - Strategic Communications
Brian writes, commission and edits BBA articles for print and online media, and works with colleagues in the Communications team to respond to media queries.
A former journalist and HM Treasury press officer, Brian's City career has included heading communications for APCIMS (the Association of Private Client Investment Managers and Stockbrokers) and for CFA Institute across Europe.
He is a member of the Chartered Institute of Marketing and holds the CFA Society of the UK's Investment Management Certificate.
Brian White - Dormant Accounts Manager
Brian White joined the BBA in 2000 after spending a year on secondment from NatWest bank plc.
He is a member of the Financial Policy and Operations team and his main responsibilty is the management of the BBA Dormant account scheme on behalf of member banks. He is also the point of contact for some general operational issues relating to Retail banking.
Before joining the BBA, on a part time basis, Brian spent 33 years with NatWest bank, retiring at the age of 50 years.
David Dooks - Director of Statistics
David Dooks worked in the Government's Business Statistics Office before joining the Committee of London Clearing Bankers as a qualified statistician in 1978, continuing there until it was folded into the BBA in 1985. After several responsibility posts in the Statistics Team, he was appointed Director of the BBA's statistical work in April 1998 and in 2000, he also assumed management of the BBA's global operational risk loss database consortium. He is a member of the Office for National Statistics' Economy theme group, current chair of the Financial & Economic Statistics Users' Group and a member of both the Royal Statistical Society and the Economic Research Council.
Supported by three analysts, his team represents the banking industry in negotiations with the authorities on statistical reporting issues; supports policy and administration work in the rest of the BBA, provides regular information to member banks on a range of their business activities; and is an authoritative source of information for the media and industry commentators, analysts and the public.
David Poyser - Executive Director, Operations
After qualifying as a Chartered Accountant in 1987, David Poyser headed up the Finance teams of two telecoms start-up companies. In 1994, he moved into the IT sector, working for a specialist taxation software house and then joining a subsidiary of the Sage Group plc as a member of the executive. In 2001, he joined F B Ellmer Limited, a medium sized construction company. In these roles, he broadened his responsibilities to include the IT teams in addition to Finance and over the years, he has gained valuable experience of change management and IT implementation projects.
David Poyser joined the British Bankers' Association in November 2004 as Administration Director. He is managing the administration and information functions of the organisation and has responsibility for the annual business plan and budget.
David Swanney - Policy Director, Money Laundering
A chartered accountant, David Swanney spent his first 12 years in London on the London staff of a predecessor firm of KPMG, and on the technical staff of the Institute of Chartered Accountants in England and Wales.
David joined the Bank of England in 1979, moving into banking supervision in 1986. From 1989 to 1994 he was also Secretary to the Board of Banking Supervision and from 1991 to 1994 he was Secretary (effectively the chief executive) of the UK Deposit Protection Board. Appointed a Head of Division in Supervision and Surveillance in 1994, his Division latterly supervised all UK banks other than the major retail groups and those engaged in capital and wholesale markets, as well as having responsibility for the Enforcement activity against illegal deposit taking. Following the transfer of the responsibility for banking supervision to the Financial Services Authority in June 1998, David moved to Central Policy in the FSA as Head, Accounting Standards Policy. In this capacity he sat as the FSA's observer on the Financial Reporting Council.
In October 2000, David joined the Royal Bank of Scotland Group as Director, Group Compliance. After a re-organisation of this function in late 2002, he took early retirement.
Since December 2002 he has worked with the British Bankers' Association on money laundering prevention and accounting issues.
David was a Council Member of the Institute of Chartered Accountants of Scotland from 1995 until 2001. He was Chairman of ICAS England and Wales Area Committee between 1999 and 2001.
Eric Leenders - Executive Director of Retail
His brief as the head of the Retail team at the British Bankers' Association, covers a broad portfolio of current issues, including the forthcoming review of the Consumer Credit Act, Payment Protection Insurance, proposed changes to insolvency and debt management legislation, pensions and savings, as well as the planned changes to retail banking regulation with the introduction of the Consumer Protection and Markets Authority.
In a wider context, Eric's team also hold responsibility for proposed European interventions, including the retail banking review, further development of the Single European Payments Area - and the introduction of collective redress, which has been the subject of much attention and debate in Brussels recently as well as emerging EU thinking around a single home loans market. Eric chairs the European Banking Federation's Consumer Affairs Committee and is a director of the Lending Code Standards Board.
Eric has over twenty years experience as a career banker in retail banking with NatWest and latterly the Royal Bank of Scotland Group. During this time, the roles he has undertaken have been both operational and strategic, including successful spells as a branch and business manager. Before joining the BBA, he was responsible for a portfolio of policy-driven projects in PR and communications, new and emergent markets, legal and regulatory issues and crisis management.
Irving Henry - Policy Director, Prudential
Irving is policy director for prudential capital and risk. He left Brunel university in 1995, having read law and then completed a masters in European Studies. His career began in compliance at Equitable Life.
Janine Randolph - Statistics & Security Analyst
Janine Randolph joined the BBA in 1994 as part of the Statistics Team.
Her main areas of responsibility include the analysis of industry physical security data and the compilation of MBBG statistics. Prior to this she worked for the British Medical Association.
Jason Cole - Commercial Director
Jason is responsible for the management of BBA's commercial services, including marketing, publications, qualifications & training, Pinners Hall venue hire and developing and running over 100 conference and seminar programmes annually.
Prior to joining the BBA, Jason had spent 14 years with the Chartered Institute of Public Finance & Accountancy (CIPFA), as Regional Marketing Manager for the professional qualification and more recently, Head of Marketing for their commercial services division.
Joanna Stamp - Head of Events
Joanna Stamp (Nee King), joined the BBA in 2008 where she manages the event team, producing around 100 seminars, conferences, briefings and training workshops a year.
Prior to joining the BBA, Joanna was Head of Conferences at the Lafferty Group, specialising in producing retail banking, and cards and payments conference globally.
She also played a major role in launching and developing a new trade association called Prepaid International Forum (managed by Lafferty Group).
Joanna has worked in the events industry for over 10 years, working for a number of commercial conference organisers on global events across various industry sectors.
Jodie Maurer - Policy Director, Capital Markets
Jodie Maurer joined the BBA’s Capital Markets team in August 2011 as Policy Director from the UK FSA. As Policy Director, Jodie’s roles include responding to members' queries on regulatory issues, running a number of member working groups and committees, and preparing responses to consultations and attending meetings with members, regulators, policy makers and other key stakeholders to promote members' interests and the BBA’s policy work.
As well as providing general assistance to the Capital Markets team, Jodie has day-to-day responsibility for the BBA’s work on the European Commission’s proposal for a Regulation on Market Abuse.
John Ewan - Libor Director
John Ewan is responsible for the management of the BBA LIBOR rate fixing process, and the annual review of the panels of banks contributing to the rate fixing process. He also manages the BBAs other benchmarks, such as daily REPO rates and the LINDEX Emerging Market Index Rates. John is the point of contact at the BBA for all technical and commercial queries regarding these products.
Prior to the BBA, John worked for FTSE Group where he wrote and maintained the ground rules that govern FTSE's stock market indices and acted as secretary to various of the independent committees that oversee and review the constituents of these indices.
Lesley McLeod - Executive Director, Communications
Lesley has 19 years communications experience gained mainly in frontline Whitehall departments where she has dealt with everything from dangerous dogs to mainland terrorism, from congestion charging to tourism.
She heads a team at the BBA which covers media, parliamentary affairs and online communication. She is a member of the Chartered Institute of Public Relations and of the Guild of Public Relations Practitioners.
Marcus Agius - Honorary Chairman
Marcus joined the Board of Barclays on 1 September 2006 as a non-executive Director and was appointed as Group Chairman from 1 January 2007.
Marcus' extensive background in banking began at Lazard where he worked from 1972 to 2006, latterly as Chairman of Lazard in London and Deputy Chairman of Lazard LLC. He was Chairman of BAA plc until 2006 and is currently Senior Independent Director of the British Broadcasting Corporation (BBC) and Chairman of the Trustees of The Royal Botanic Gardens. Marcus is also Chairman of the British Bankers' Association and a member of the Advisory Council of TheCityUK.
Marcus is Chairman of the Board Corporate Governance and Nominations Committee, a member of the Board HR and Remuneration Committee and Chairman of the Brand and Reputation Committee.
Miriam Prentice - Human Resources Manager
Miriam Prentice joined the BBA in March 2005 as Human Resources Manager. She is responsible for the strategic and operational direction of the HR function.
Prior to joining the BBA she was a Senior HR Advisor at London Business School. Miriam has a degree in Geography and Economics and a MA in Personnel and Development. She has graduate membership of the Chartered Institute of Personnel and Development.
Paul Chisnall - Executive Director of Financial Policy & Operations
Paul Chisnall is an Executive Director of the British Bankers’ Association.
His responsibilities at the BBA include banking reform, financial reporting, tax and corporate governance. Paul coordinated the BBA’s work on the tripartite authority consultations on financial stability and depositor protection, the consequent legislation, and the industry’s response to the Turner Review on the regulatory response to the global banking crisis.
He also prepared the industry response to the Walker review of corporate governance in UK banks and other financial industry entities and recent EU Green Papers.
He is currently working on the Government’s plans for restructuring UK financial regulation and issues arising from the Independent Commission on Banking.
He also heads up the BBA’s lost accounts unit and helped to devise the ‘mylostaccount’ central tracing service.
Paul Ross - Policy Director, Retail
Paul Ross spent 2 years on Pension Mis-selling review at PIA and 5 years at the Financial Services Authority (FSA) within the Consumer Division working on issues including Complaint Handling, Disclosure, Treating Customers Fairly and FOS liaison.
Peter Tyler - Policy Director, Retail
Peter joined the BBA in February 2007 as a Director on the Retail Team. His brief includes: retail conduct of business; savings and investments; treating customers fairly and he is leading the BBA's work on the FSA's retail distribution implementation programme and Financial Services Compensation Scheme reform.
Prior to joining the BBA Peter spent 7 years at the Financial Services Authority in retail firms supervision and 10 years in investment banking undertaking a number of roles, including debt and derivatives trading.
Peter completed his MBA at the CASS Business School in 1999 and was commissioned by the Association of Private Client Investment Management and Stockbrokers to undertake research on an international comparison of stamp duty on equities, which formed the basis of his MBA dissertation.
Roger Brown - Executive Director of Euro & Statistics, Research & Legal
His principal responsibility is coordinating the work of the association on EMU related matters, including banking issues arising in the context of possible UK entry into the single currency. One of the longest serving members of the BBA staff, he has experience across a broad range of subject areas. For many years he was responsible for supervisory and regulatory issues at the BBA.
Sally Scutt - Deputy Chief Executive
Deputy Chief Executive - Sally Scutt has been Deputy Chief Executive of the British Bankers' Association since June 1998 and has over 20 years senior experience in the banking sector.
In her role as Deputy Chief Executive, Mrs Scutt deputises both domestically and internationally for the Chief Executive. She has overall policy responsibility for Prudential Regulation and Capital Adequacy, International Accounting Standards, Financial Crime, Corporate Governance and Tax, Private Banking and European representation.
Mrs Scutt is also Managing Director of the International Banking Federation, which is the representative body for a group of key national banking associations. Its main objective is to increase the effectiveness of the financial services industrys response to multilateral and national government issues affecting their common interests. She also serves as the UK representative of the European Economic and Social Committee its main task is to advise the three major European institutions: Parliament, Council and Commission.
Sally Springer - Senior Policy Director, Capital Markets
Sally is the Senior Policy Director of the Capital Market's team at the British Bankers' Association.
Sally's focus is responding to regulatory policy which will affect the wholesale divisions within the BBA's membership base. To that end during the year she has been at the BBA she has taken responsibility for responding to the MiFID, the Transparency Directive and Short Selling consultations.
Prior to joining the BBA, Sally spent 8 years on the buy-side as an equity analyst in the consumer area and was most recently in the corporate broking team at UBS. She studied at the University of Warwick (BSc Economics) and gained the CFA charter in 2003.
Sarah Wulff-Cochrane - Director of Financial Policy & Operations
Sarah Wulff-Cochrane is a Director in the Financial Policy & Operations Team at the British Bankers' Association, which she joined in April 2007.
Sarah has lead responsibility within the BBA for all aspects of taxation policy. She is responsible for communicating and lobbying on member interests to HM Government and the European Commission on indirect and direct taxation issues. Sarah acts as the liaison on tax issues between the BBA's members and external associates, including other trade associations and the European Banking Federation.
Sarah previously worked at the London Resilience Team within the Government Office for London, where she had responsibility for delivering multi-agency response plans on high profile subjects.
Prior to this, she spent over two years at the Association of London Government gaining experience in lobbying on finance issues, researching and compiling policy and technical evidence to support the Association's position on Local Government Finance. She worked as the principal policy lead on local taxation (including Business Rates, GLA Precept, Council Tax and Minor Local Taxes), and was also responsible for developing and articulating the Association's policy positions and lobbying case on a range of ad-hoc issues.
Before that Sarah worked for over four years at the Royal Borough of Kensington and Chelsea in the Financial Planning Team, providing technical and strategic support to the Director of Finance and Head of Financial Services.
Sarah holds a Masters Degree with Honours in Politics. She specialised in the European Institutions in her major of politics, and supplemented this with minors in Constitutional Law and Economics.
Simon Hills - Executive Director, Prudential Capital, Risk and Regulatory Relationships
Simon Hills is the Executive Director of the Prudential Capital and Risk Team at the British Bankers Association.
Much of his time is taken up with interfacing with the FSA on issues relating to prudential regulation but he is also interested in liquidity management and bank funding instruments such as hybrid capital instruments and covered bonds. He leads the BBA team working on reforms to international regulatory architecture and Basel 2 resulting from the recent financial turmoil and their implementation in Europe via the Capital Requirements Directive (CRD) and the FSA's prudential sourcebook. He is chair of the International Banking Federation's Basel working party.
He was previously a Director in the Debt Capital Markets Origination team at BZW and has experience of energy and aerospace project finance, gained at First Chicago. He studied at London Business School (MBA) and Imperial College (B.Sc. in Biochemistry) and more recently completed a Masters' in Financial Services Regulation at Guildhall University. He is a member of the Court of the Worshipful Company of International Bankers.
